Electric cars makes almost just as much sound as cars with combustion engine. Most of the electric cars have a sound coming from them when driving under 30km. Over you hear the sound from the tires rolling against the road.

Personal electric cars could have loud noise speakers to sound like muscle cars.
They have spaceship noises in Europe (mandatory) at low speeds.

I can’t imagine not looking both ways, but honestly a lot of people don’t. I find college students to be the biggest perpetrators and I think entitlement somehow plays in. I think they don’t understand that in rock paper scissors, car beats human.
Eyesight is for chumps
Always look around, nothing to do with crossing the street but when I was learning to fly an aircraft my instructor told me like a million times to always look around and keep checking even if the radar s empty.
